CPU USE_EXPAND flags

Fix improper sequencing regarding CPU USE_EXPAND flags

The "configuring the USE variable" section of this page should be moved before the step to update the world set. Some packages will complain if the CPU_FLAGS are not set prior to emerging. As an example, rust will complain about SSE2 support if the CPU_FLAGS are not set properly. The way that this article is currently written does not make this clear, and leads to confusion when the world set update does not work under certain portage profiles. Missing mount point and wrong path for file

  • At point 1.4.2 the command line misses the mounting point. It probably should have " /mnt/gentoo" added at the end.
  • At point 2.1 the path to the file is wrong, as at that point the installing person has already used chroot. So the leading "/mnt/gentoo" for the path should be omitted.
