It seems a new key server needs to be added for sending the keys, otherwise it fails with:

user $LC_ALL=C gpg --keyserver pool.sks-keyservers.net --send-key XX

gpg: sending key XX to hkp://pool.sks-keyservers.net
gpg: keyserver send failed: No name
gpg: keyserver send failed: No name
