Cleanup Process:
1. Create super-GLSA drafts: 2010 and prior, 2011, 2012, and 2013 (based on last arch stable date).
2. Any completed 2013 drafts should be sent. Any incomplete 2013 requests should be rolled into one draft.
3. Multiple bugs per package: if a package has bugs fixed in 2011 and 2012, all the bugs for that package should be rolled into the 2012 GLSA draft so as to not have the same packages in multiple super-GLSAs.
