Target system
The target system (the system that is intended to run Gentoo) must either be supported by mainline U-Boot (the universal boot loader) or at least be capable of fulfilling Embedded Base Boot Requirements (EBBR). The latter roughly means it must support booting in UEFI mode.
To be sure that this is the case search the Gentoo wiki for the designated target device and look for information about (or instructions on how to obtain and install) the required firmware.
