It appears openssl passwd -6
and openssl passwd -1
in fact do salt the passwd. While it is not documented in the man page, repeatedly entering the same password each time produces a different hash. I tested this on aarch64-gentoo-linux-musl and Ubuntu 20.04.2; that's also why I reverted the change I'd done before.
