Preparations
- Make sure all stable ruby packages include the new ruby target
- Set up a test branch for CI to find any remaining dependency issues
- Unmask ruby target in profiles/base/use.stable.mask
- Mark dev-lang/ruby and any required dependencies stable
- Create PR on github for easy CI feedback
- Fix reported issues and repeat

- Update ruby-utils.eclass defaults to match new situation
