QtEmu has been removed from the Portage tree. It is a dead project that depends on the deprecated Qt4. There is an active Qt5 fork, but no ebuild is available.

QtEmu is a user-friendly GUI front-end to the QEMU and KVM emulators. Like AQEMU, the QtEmu front-end is written using the QT4 framework.
No USE flags exist for QtEmu. Install it by issuing the emerge command:
emerge --ask app-emulation/qtemu
